The Garmillas Provisional Government, also referred to as the provisional Garmillas government[4] or as the Democratic Faction,[5] was the government that replaced the Desler administration of Garmillas following the fall of Ablet Desler. It started the transition of the Greater Garmillan Empire from an autocratic and tyrannical regime to a democracy, but it was unable to dismantle the powerful military forces of the nation. The interim government was faced with many threats both internal, such as the Desler Regime Revivalists and the Destruction Liberation Army, and external such as the Gatlantis Empire.

Fall of Abelt Desler[]
Yamato defends Baleras from the falling section of Baleras II
During 2199, the Earthling battleship Yamato broke through the Greater Garmillan Empire's lines of defense during its journey to Iscandar. Between July 15 and 16,[4] it was involved in a fierce battle with the forces of the Imperial Guard over and in orbit of Garmillas. During the turmoil, Supreme Leader Abelt Desler abandoned the besieged imperial capital Baleras and took control of the space fortress Baleras II. To destroy both the invading Yamato and his political enemies,[5] who had taken root inside his seat of power, Desler tried to drop a section of the station on Baleras. However, his plans were thwarted by the Earthlings themselves, who destroyed the rapidly precipitating structure and sabotaged the station, leading to its destruction and Desler's apparent death.[8][9][10]
Hiss during the battle
During the crisis, Vice Leader Redof Hiss, one of the moderate exponents of the empire's civil government who, while formally second in line of succession, had been ridiculed as little more than a powerless figurehead, assumed control of the capital, declared a state of emergency and issued an emergency evacuation. Following the end of the battle, he took control of the country and declared the Garmillas Provisional Government to replace the fallen Desler regime. In the following days, he signed the Earth Iscandar Treaty of Amity and Garmillas-Earth Interim Agreement, an armistice with the forces of the Earth that also banned the construction and usage of wave-motion weaponry.[2][9][10][11]
Hiss denounced Desler and assumed the post of Prime Minister, beginning a reconstruction effort of the nation's political system while trying to maintain public order. The new government pardoned Admiral Gul Ditz and his followers, who had begun a revolt against the previous dictatorship, and started to cut down the most authoritarian aspects of the empire, starting a transition process toward a democratic system. Despite this, diminishing the size of the Imperial armed forces proved to be impossible, mainly due to the still existing threat of the Gatlantis Empire lurking in the Small Magellanic Cloud.[2][12][1]
Yurisha joins the new government
During this time of turmoil, Third Princess Yurisha of Iscandar announced her commitment to join the new Garmillan government. This was a very significant move. Yurisha effectively stood as a new symbol of peace for the Garmillan people in place of their strong leader and became the spiritual pillar of the reconstruction effort.[2][1][13]
The Garmillas Civil War and Gatlantis[]
Sometime before 2202, Hiss resigned from his post of Prime Minister, instead returning to the Department of Internal Affairs as its secretary.[7]
The Garmillas-Earth Joint Fleet at the 8th Floating continent
In the following years, the Provisional Government allied itself with the newly founded Earth Federation by signing a mutual security agreement. The treaty entered into effect in December of 2202 when the two powers led a joint operation to retake the Gatlantis-occupied 8th Floating Continent.[4][14]
The leaders of the Desler Regime Revivalists
Following Desler's fall, multiple groups with diverging ideologies began fighting against the new government. The Desler Regime Revivalists emerged, intending to restore dictatorship over the empire. At the same time, the Destruction Liberation Army claimed that the Provisional Government's not liberating the colonies conquered under Desler meant that the "hegemonic spirit" of the dictator still loomed over the garmillan leadership. Under the supervision of the Department of Internal Affairs, the Security Intelligence Agency led a deep undercover mission to try and root out the elusive head of the Desler Regime Revivalists.[5][15]
The Desler fleet at Terezart
At some point before 2202, Ghader Talan, former deputy chief of staff of the Imperial Defense Force, discovered that the actions of Supreme Leader Abelt Desler had been led by the knowledge that planet Garmillas was reaching the end of its lifespan and that his expansionary campaigns had been fought to try and find a planet suited for permanent garmillan emigration. He assembled a massive fleet of Desler supporters and established contact with the thought-to-be-dead dictator. Together, the group seized control of planet Terezart from Gatlantis in March 2203 and entered contact with the Revivalists leader, who turned out to be Hydom Gimleh, former Director General of the Imperial Guard. However, Gimleh's identity and location were quickly discovered by an undercover agent of the Security Intelligence Agency within Desler's forces, and the Director General was arrested.[5][16][17][18]
Between May and June of the same year, the Provisional Government honored its treaty with the Earth, sending the bulk of its forces to the Solar system to protect it from a Gatlantean invasion.[19][20][21]
Alliance with Desler and passing the torch[]
After the end of the war against Gatlantis, the Provisional Government was contacted by Desler who revealed to them the truth behind the approaching death of Garmillas. The two factions put aside their differences and began working together to find a new home planet suitable for their species.[6]
By December 2203, former Desler Regime Revivalists leaders Doram Boshrem and Nerun Keeling had joined the ranks of the Provisional Government and by 2205, the Provisional Government had left office in favour of the first Garmillas Democratic Government once again led by Hiss.[6][3]
