The first chancery of the Garmillas embassy

The Greater Garmillan Empire opened the embassy after the end of the Garmillas War and the beginning of peaceful diplomatic relations with the Earth Federation. Loren Burrell, an official of the Garmillas Security Intelligence Agency and signatory of the peace treaty that followed the conflict, was chosen as its Ambassador. Ranhardt Desler, nephew of the fallen Garmillas dictator Abelt Desler, served as the Ambassador's military attachƩe under the name Klaus Keyman, and played a significant role in Burrell's plan to infiltrate a group of political criminals that aimed at restoring a dictatorship over the country.[3][5]

In December of 2202,[6] Burrell secretly invited Lt. Susumu Kodai to the embassy after he discovered that the former crew of the battleship Yamato had heard the voice of the goddess Teresa.[3] Burrell also revealed the existance of a time fault under Earth's surface to Kodai.[7] The embassy supported secretly supported the battleship's unlawful take off in late december[6] and by using his political status as Ambassador, Burrell pressured the Earth Federation's President into pardoning the crew.[6] Burrell once again used his influence in late 2203 to convince the EF leadership to allow a Referendum on Kodai and Yuki Mori's repatriation.[6][8][9]

Following the construction of Baleras III after the Moon's repairs were completed, the embassy's chancery was moved to the city. By that time, the Garmillas Empire had transitioned into Galman-Garmillas. In the aftermath of the Invasion of the Ground Reverse, Ambassador Burrell housed the crew of the Earth Federation ship Ginga there.[4] He was forced to allow the Dezariam Army to take the ship and its Executive Officer, Lieutenant Megumi Kanzaki, despite their actions technically being unlawful.[2]
