The Earth Iscandar Treaty of Amity and Garmillas-Earth Interim Agreement[6][N 1] was an armistice[1] and treaty signed in July of 2199 between the Greater Garmillan Empire, Iscandar and the United Nations. It put an end to the hostilities between the Garmillan government and the Earth, paving the way to an actual peace deal to end the Great Garmillas War, it also tentatively banned the construction and usage of Wave-motion weaponry.

The Great Garmillas War broke out in April of 2191 following the events of the First Contact with Garmillas. From 2192 to 2199,[1] the Garmillans bombed the Earth with planet bombs launched by their base on Pluto, reducing the Earth to a barren, radioactive desert and forcing the Earthlings to retreat into underground cities. This was the first step of the Garmillasforming process, which intended to make the Earth a planet capable of sustaining long-term garmillan inhabitants.

Having learned of the Earth's situation, in 2198, Queen Stasha of Iscandar sent her sister, Princess Yurisha, to give the planet's inhabitants the necessary technology to reach Iscandar. There they would receive the Cosmo Reverse System, a piece of technology capable of restoring the Earth to its old blue self.

Yamato's journey[]

On February 11, 2199, the United Nations Cosmo Navy battleship Yamato took off and set sail for Iscandar. During its journey, Yamato encountered and fought against the Greater Garmillan Empire multiple times, even getting involved in its ongoing Civil War. On July 15, the warship arrived at the Salezar system home of Garmillas and Iscandar. There it fought a battle against the empire's Imperial Guard, during which the garmillan Supreme Leader Abelt Desler tried to drop a section of a space fortress on the Imperial capital under siege by Yamato. The battle ended with the destruction of the space fortress and Desler seemingly dying.[1][7][8][9][10][11]

With the disappearance of the Supreme Leader, and the people losing faith in his guidance due to the events of the previous battle, a new provisional government, headed by former Vice Leader Redof Hiss and including moderate exponents of the military and the civil government, took office.[1][12]

Following the battle Yamato's executive officer, Lt. Commander Shiro Sanada, and Yurisha discussed with Vice Leader Redof Hiss within Baleras Tower.[4] The ship later left Garmillas and headed to Iscandar, arriving there on July 17, 2199. A delegation of the battleship's officers met with Queen Stasha, but the monarch was skeptical about giving them the CRS. This was due to the fact that the battleship made use of Wave-motion Energy in a weapon of mass destruction, the Wave-motion Gun, very similar to those that had been built by her people millenia prior.[1][2][5]

Princess Yurisha, who had traveled aboard Yamato, talked to her sister about the battleship's actions and convinced her to give the technology to the earthlings. Stasha met with Yamato's captain, Admiral Juzo Okita, and he made a solemn promise not to follow in Iscandar's footsteps and to stop the usage of wave-motion weaponry.[1][2][5]

The treaty was a three-way agreement signed between the new garmillan administration, represented by Hiss, the United Nations, represented by Okita, and Iscandar. It was signed to receive the Cosmo Reverse and make the ceasefire between the two sides of the Garmillas War official.[1][2]

It contained a term for all Garmillas troops to stand down and not harm Yamato's return to Earth in any way, and one which regulated the installation of a seal on the battleship's Wave-motion Gun muzzle. It also included a ban on wave-motion weaponry for both sides of the conflict.[3]

Following the treaty, the previously removed Admiral Ditz, supreme commander of the Garmillas Astro Fleet, ordered all Garmillas units and formations to return to the capital. Some, however, refused to recognize the new government. In August of 2199,[13] the badly damaged Guipellon-class carrier Lamvea, which had barely survived a battle with Yamato earlier that year, was contacted by the 8th Security Fleet and told to halt. The ship's acting commander had no intention of stopping their fight against the Terrans, especially after losing the rest of their fleet against their battleship. Ultimately, however, the 8th Security Fleet and Lamvea fought alongside Yamato against the Gatlantis Empire, thus calming the hostilities between the two sides.[3]

A month later, a fleet headed by Major General Gremdt Goer met with the secretly still alive Supreme Leader Desler and planned an attack against Yamato at Planet Balun. The fleet was intercepted by the dimensional submarine UX-01 dispatched by the interim government. Once Goer refused to peacefully surrender, his flagship was attacked and destroyed.[12]

Following the end of the Great Garmillas War in 2200, the newly founded Earth Federation, born out of the United Nations after their dissolution, embarked on a remilitarization effort, rebuilding its navy with Wave-motion Gun-equipped ships, mainly using a factory that had been set up inside of a time fault discovered under the planet's surface. The federal government claimed that the Garmillas-Earth peace treaty clause condemning the usage of DWIEs was merely an arbitrary promise made by a man who had not been entrusted with the plenipotentiary authority to issue such a decision on behalf of the Earth's nations.[14][15][16]

The project was openly opposed by Admiral Ryu Hijikata of Space Defense Command, but this only led to his demotion and exile to the outer solar system. Despite being heavily criticized, the new Earth fleet became indispensable in fighting against Gatlantis during the Gatlantis Campaign of 2203. Following a referendum held on December 31 of the same year, six months after the war's end, the time fault was sacrificed, and the federation changed its military policy and scaled down its navy to match the size of its nation.[16][17][18][19]
