The Earth-Iscandar Treaty of Amity ( ISCANDAR TERON OKLAN ARCZNEYE, Iscandar Teron Oklan Arczneye) was a provisional treaty of peace and amity signed in July 2199 between the Greater Garmillan Empire, Iscandar and the United Nations. The agreement included a ban on the construction and use of weaponry that used wave motion energy.
Since it had been signed by Admiral Juzo Okita, who did not hold the authority to treat on behalf of the UN, the accord would not be recognized by the authorities of Earth after the end of the Garmillas War, leading the Earth Federation to heavily use wave motion guns in the following years.
Background[]

From 2192 to 2199,[1] the Greater Garmillan Empire bombed planet Earth with planet bombs launched by their base on Pluto, reducing the Earth to a barren desert and forcing the Earthlings to retreat into underground cities.[5]
Having learned of the Earth's situation, in 2198, Queen Stasha of Iscandar sent her sister, Princess Yurisha, to give the planet's inhabitants the wave motion engine necessary to reach planet Iscandar. There they would receive the Cosmo Reverse System, a piece of technology capable of restoring the Earth to its old blue self.[6]
In order to defend itself during the journey, the Yamato was equipped with a wave motion gun, a superweapon powered by the wave motion engine gifted by Iscandar.[7] The weapon had first been developed millennia earlier by Iscandar, and had been used on its bloody military campaigns.[4]
During its journey, Yamato encountered and fought against the Garmillas Empire multiple times. On July 15,[1] the warship arrived at the Salezar system home of Garmillas and Iscandar, where it fought a battle against the empire's Imperial Guard, during which the Garmillan Supreme Leader Abelt Desler seemingly died.[8]
With the disappearance of the Supreme Leader, and the people losing faith in his guidance due to the events of the previous battle, a new provisional government, headed by former Vice Leader Redof Hiss and including moderate exponents of the military and the civil government, took office.[1][9]

Following the battle and the signing of a ceasefire, the Yamato left Garmillas and headed to Iscandar, arriving there on July 17, 2199.[1] A delegation of the battleship's officers met with Queen Stasha, but the monarch was skeptical about giving them the C.R.S. due to the fact that the battleship usage of the wave motion gun.[4]

Princess Yurisha, who had traveled aboard Yamato, talked to her sister about the battleship's actions and convinced her to give the technology to the Earthlings. Stasha met with Yamato's captain, Admiral Juzo Okita, and he made a solemn promise not to follow in Iscandar's footsteps and to stop the usage of wave-motion weaponry.[1][2][4]

The treaty was a tripartite agreement signed in July 2199 between the newly restructured Garmillan administration (headed by Hiss), the United Nations (represented by Captain Okita, who, despite lacking formal diplomatic authority, acted on behalf of Earth), and Iscandar. The primary purpose of the treaty was to secure the Cosmo Reverse System.[1][2]
It also contained a provision which regulated the installation of a seal on the battleship's wave motion gun muzzle, and a general ban on wave motion energy-based weaponry for both sides of the conflict.[3]

Following the end of the Great Garmillas War in 2200, the newly founded Earth Federation, born from the dissolved United Nations, embarked on a remilitarization effort, rebuilding its navy with wave motion gun-equipped ships. They mainly used a factory that had been set up inside of a time fault discovered under the planet's surface. The federal government claimed that the Earth-Iscandar Treaty of Peace and Amity was merely an arbitrary promise made by a man who had not been entrusted with the plenipotentiary authority to issue such a decision on behalf of the Earth's nations.[10][11][12]

The project was openly opposed by Admiral Ryu Hijikata of Space Defense Command, but this only led to his demotion and exile to the outer solar system. Despite being heavily criticized, the new Earth fleet became indispensable in fighting against Gatlantis during the Gatlantis Campaign of 2203. Following a referendum held on December 31 of the same year, six months after the war's end, the time fault was sacrificed, and the federation changed its military policy and scaled down its navy to match the size of its nation.[12][13][14][15]

The official name "Earth-Iscandar Treaty of Peace and Amity" can bee seen on the wave motion gun's muzzle.[16] It resembles the "Japan–US Treaty of Peace and Amity," also known as the Convetion of Kanagawa.
