The Department of Propaganda and Information, often referred to simply as Department of Propaganda, is a Department of the Greater Garmillan Empire active during the Desler administration. Through its machinations and collaboration with the Imperial Guard, the Department of Propaganda was responsible for sustaining Abelt Desler's absolute rule over the empire.

The Department of Propaganda was in charge of Desler's propaganda. It also had control over the Central Intelligence Department, formally part of the Imperial Garmillas Defense Force. The Secretary of Propaganda and Information headed it, and the only known individual to fill the position was the Zirel Miezela Celestella. Despite formally being under Vice Leader Hiss as all other cabinet members, Celestella reported directly to Desler and served as a liaison between the Supreme Leader and the armed forces reporting to him on the reports of the various branches and divisions within the organization. On at least one occasion, she also personally wrote his public speeches.[1][2][3]
The Department of Propaganda often collaborated with the Imperial Guard, despite the mutual distaste between Secretary Celestella and the Guard's Director General Hydom Gimleh.[4][5]

Celestella and Gimleh were uneasy occasional allies
Originally, Celestella was not part of the Desler administration's lineup of Secretarys and Secretaries. But after the Eternal Supreme Leader rescued her and another Zirellan girl from prison, she swore complete loyalty to him and became one of his most prominent supporters.[6][7]
The Department of Propaganda and Information collaborated with the Imperial Guard's Central Main Office[5] to train the youth of Garmillas. Penetration of the principles of Desler's rule was carried out by organizing Garmillan children into the Desler Boy Scouts and the Garmillas Girl Alliance. In 2199, Secretary Celestella became aware of Imperial Marshall Herm Zoellik's plot to assassinate Desler. To protect the Supreme Leader, he was replaced by a body double, and in the following weeks, Celestella and Director General Gimleh worked together to expose Zoellik's treachery.[4][5]
Celestella was gunned down during the Battle with Desler in Subspace
After the Battle of the Imperial Capital, the fall of the Desler administration, and the seeming death of the Eternal Supreme Leader, Celestella left the empire's capital in search of Desler, who she believed to be still alive. She encountered the Earthling battleship Yamato and was subsequently killed aboard it during the Battle with Desler in Subspace.[8]
