Belm von Bemlarze (ベ ル ム フ オ ン ベ ム ラ ー ゼ ー, Berumu fon Bemurāze) is the High Commissioner of the Bolar Federation and its absolute ruler. He personally founded the federation after leading a revolution against the previous Bolar regime.

Early life and career[]
Belm von Bemlarze led the revolutionary struggle that overthrew the Bolar imperial regime, and was responsible for building the Bolar Federation, a vast interstellar power. He took the title of High Commissioner, and began ruling his federation with absolute power.[2] Over the course of his long rule, he fell victim to numerous assassination attempts, but First Secretary Lyudmi Darya personally protected him every time, risking her own life.[3]

Investigation of the Light of Uralia[]
In October 2207, First Secretary Darya--communicating Bemlarze's will--granted a fleet to Political Officer Vilke Boroze to investigate his purported sighting of the "Light of Uralia" in the Solar System. The phenomenon had come from a Dezarian mobile fortress, the Ground Reverse. Darya told Boroze to enter the Earth Federation's territorial space to investigate, and was authorized to engage Earth forces if necessary.[1]

Bemlarze is always smoking a cigarette with a sulky look on his face. He rarely opens his mouth.[2][1]
